I did an install of Debian, I usually have my installs format my swap with no issue since I usually refer to the devices by device file instead of uuid. Newer distributions use the uuid scheme instead. This caused my boot time to increase from around 3 seconds to 30. Here is how I fixed the issue.
First check the uuid of the device by typing ls -l /dev/disk/by-uuid/
Then take the uuid of the device in question and modify /etc/fstab and /etc/default/grub to reflect these changes.
Next run grub-mkconfig and grub-install to recreate the configs with the proper uuid and install grub.
(update) I’ve found that running update-grub instead of grub-mkconfig works much better.
